Background: The Committee Substitute for Senate Bill 855 (CSSB 855), also known as the Texas Local Option Transportation Act( TLOTA), had its first and second reading in the State Senate on April 8th. Despite reports in the news, this bill has not yet passed the Senate; there will be a third and final reading on Tuesday April 14th.

What to say: This bill will allow our counties, local control to ask their voters to consider approving new funding for critical transportation improvements including the expansion of regional rail service. Without it, there simply will not be funding to implement the needed improvements.
