The Texas House Elections Committee (HEC) is hearing SB 1039 today, Thursday, May 4th. SB 1039 allows partisan actors to demand explanations of real or perceived irregularities in an election and requires county officials to respond with documentation. If the partisan actor is not satisfied with the explanation, they can require the Secretary of State to review the request without evidence. This could result in the appointment of a conservator usurping local control.
