LWVTX Capitol Action Report - 89th Session, Issue 7

Joleen E Smith | Published on 4/15/2025

April 15th, 2025

Last week was budget week in the Texas Legislature. There was no action on the major bills we are currently watching. SB 16, which would require documentary proof of citizenship, passed the Senate, but was not scheduled last week or this week The House companion bill (HB 5337), however, may come up next week.

The Governor’s voucher bill, SB 2 and its companion HB 3, did not come up this week either. The budget hearings were very informative on the topic of public education and school choice. Please read the update included in this report on how Texas taxpayer funding would vary per student across different educational options, including charter and private schools.

HB 306 and HB 2424 would prohibit newly naturalized citizens from using their driver's license as voter photo ID. While the two bills take different approaches, both would require new citizens to take an additional step or provide different documents at the polling place that other citizens do not. Contact members of the House Committee on Elections and urge them to vote no on HB 306 & HB 2424!

Respond to Your House Member's Vote on the SAVE Act

The House voted to pass the Safeguard American Voter Eligibility (SAVE) Act by a margin of 220-208. This bill would create an unnecessary barrier to voting by requiring eligible Americans to provide documentary proof of citizenship in person to register to vote. Write to your House member about their vote on the bill.
